How to Choose a Political Consultant in California

February 20, 2026

Hiring the right political consultant can be the difference between winning and losing. Whether you're running in California or across the country, choosing a firm that understands competitive political terrain is critical.

Whether you're a first-time candidate for city council, a state legislative challenger, or an incumbent member of Congress facing a competitive re-election, here's what to look for when evaluating political consulting firms — in your state or region.

Look for Relevant Regional Experience

Every political environment has unique characteristics. California has the top-two primary system, vote-by-mail, ballot harvesting laws, enormous media markets, and diverse multilingual electorates. Other states have their own distinct dynamics. Campaigns succeed when they're staffed by people who understand the specific terrain.

Ask any prospective consultant: How many campaigns have you managed in your region? Which districts or states? Do you have existing relationships with local political infrastructure? Whether you're in California or elsewhere, you need a team that knows your environment.

Demand Principal-Level Attention

One of the biggest complaints candidates have about political consulting firms is the bait-and-switch. A senior partner pitches you, and then you're handed off to a junior associate who's managing a dozen other campaigns simultaneously. Your race becomes just another line item on a spreadsheet.

Before you sign, ask: Who exactly will be working on my campaign? Will I have direct access to the principals? How many other campaigns is your team managing?

Evaluate Full-Service Capability

Campaigns require strategy, field operations, mail programs, digital, fundraising support, and sometimes government affairs capacity. Some firms specialize in one or two of these areas and outsource the rest. That creates a fragmented vendor structure where no single person is accountable for the outcome.

Look for firms that can integrate multiple service lines — campaign strategy, field operations, independent expenditure management, and public affairs — under one roof. You want one team that owns the outcome, not five vendors pointing fingers at each other.

Check Their Track Record in Competitive Races

Anyone can win a safe seat. The measure of a consulting firm is what they do when the race is tight. Ask for examples of competitive races they've managed — and don't just accept win-loss records at face value. Ask about the circumstances: Was the district favorable? Were they outspent? What was the margin?

At Movement Makers, our team has managed campaigns in some of the most competitive districts in California, including a legislative race decided by just 85 votes. We've directed field operations, ballot chase programs, and independent expenditure campaigns where the margin of error was zero.

Understand Their Operating Model

How a firm operates matters as much as what they promise. Do they build the strategy and then hand it off to vendors? Or do they stay involved through execution? Do they provide unfiltered assessments, or do they tell you what you want to hear?

The best political consulting firms operate with what we call total accountability — they design the plan, direct the execution, manage the vendors, and report results without narrative management. If something isn't working, they tell you and adjust. If a decision needs to be made, they're in the room.
